It is an honour to be asked to write a foreword to President Özal's book, whichamply sets our his country's European credentias. But why should such a reaffirmation be necessary on the part of the Head of a State which is a member of the Council of Europe? To see why the President felt the need to write this book, one has only to consider an argument currently advanced against his country's becoming a fuu member of the European Community, namely that she does not share the common European culture.
